It’s official with effect from 11 June to 20 September, in conjunction with Singapore 2006, smile isn’t proprietary for the selected few:
“Four Million Smiles” is open to not just Singapore citizens but also permanent residents, expatriates, foreign workers and students. Even Singaporeans overseas and all who used to work, live or study in Singapore can take part.”
